Sports bodies are, by design, monopolies. They sanction competitions, control access to the pathway and sell rights collectively, and each of those functions has been tested under the Competition Act 2002. The question is rarely whether a federation is dominant. It is whether the restriction it imposes is proportionate to a legitimate sporting objective.
